    It's PM chat. You can carry on live real time chats with other users. It's part of the existing pm system.

    See the little speech balloon by each username in posts...that allows you to start a PM chat with that person. Or you can do it from the message centre.

    If they are not online at the time they will still see it and can respond like with a normal PM.
